However, the panel was unable to begin operating after the state Supreme Court in November refused to approve rules governing its conduct. (AP) — The Oregon Supreme Court said Thursday that 10 Republican state senators who staged a record-long walkout last year to stall bills on abortion, transgender health care and gun rights cannot run for reelection. The decision upholds the secretary of state’s decision to disqualify the senators from the ballot under a voter-approved measure aimed at stopping such boycotts. Measure 113, passed by voters in 2022, amended the state constitution to bar lawmakers from reelection if they have more than 10 unexcused absences. New York CNN —In America, traveling through red lights on right turns has become a rule of the road. States introduced it as a gas-savings measure: The theory was that it would reduce idling at red lights. Right-on-red was a gas-savings tool during the 1970s oil crisis. There has been little national research in recent years on the effect of right-on-red turns on pedestrian safety. Banning right on red is not a “panacea for pedestrian safety problems,” Dumbaugh said, but could help prevent pedestrian and car accidents in busy intersections.

RICHMOND, Va. (AP) — Democratic Richmond Mayor Levar Stoney announced Monday that he will run for Virginia governor in 2025. In a campaign video announcement, Stoney said he wants all Virginians to have a fair shot at success. He served as the first Black Secretary of the Commonwealth and is now in his second term as mayor. While no Republicans have announced a bid yet, Attorney General Jason Miyares and Lt. Gov. Outgoing Republican state Sen. Amanda Chase, who lost a June primary and ran unsuccessfully for her party’s nomination for governor in 2021, has also said she may run.

(AP) — An effort to enshrine abortion rights in the Nebraska Constitution is being launched, following on the heels of successful efforts in other reds states where Republicans had enacted or sought abortion restrictions. Protect Our Rights, the coalition behind the effort, submitted proposed petition language to the Nebraska Secretary of State's office late last month. That's proving consistent in other states where voters have backed abortion rights — including in Ohio, where voters last week resoundingly approved an amendment to the state constitution to protect abortion access. Paige Brown, a spokesperson for the Nebraska Catholic Conference that has lobbied hard for abortion restrictions, telegraphed that abortion opponents are aware of the public pushback. Ashley All, who helped lead the effort in Kansas to protect abortion rights, echoed that warning, noting Kansas voters rejected that state's anti-abortion effort by nearly 20 percentage points.
